The typical process takes about six weeks from the time you submit a complete application. Pre-approval letters are valid for three months with no extensions, so timing matters.
Harvey Homebuyer Assistance Program 2.0 (HbAP 2.0): Up to $125,000
For buyers who were living in Houston during Hurricane Harvey, a separate and significantly larger program is available. The Harvey Homebuyer Assistance Program 2.0 is backed by more than $19 million in funding and offers substantially more support than the standard HAP.
Who Is This For?
To qualify, you must have lived within the City of Houston's jurisdiction on August 25, 2017. The City provides a mapping tool to confirm eligibility based on your address at that time.
What Does It Cover?
Eligible buyers can receive up to $125,000 in assistance, covering down payment, closing costs, principal reduction, and interest rate reduction. Texas State Programs That Also Apply to Houston Buyers

TSAHC: Homes for Texas Heroes and Home Sweet Texas
The Texas State Affordable Housing Corporation (TSAHC) runs two programs: Homes for Texas Heroes, designed for teachers, firefighters, EMS personnel, police officers, correctional officers, and veterans; and Home Sweet Texas, open to any Texas buyer who meets income requirements. Both programs offer down payment assistance as either a grant (never repaid) or a deferred forgivable loan (repaid only if you sell or refinance within three years). TDHCA and SETH 5 Star Program
The Harris County Housing Finance Corporation partners with the Texas Department of Housing and Community Affairs (TDHCA) to offer additional assistance for Harris County buyers. The SETH 5 Star Program provides up to 5% of the loan amount in down payment and closing cost assistance as a forgivable community second loan, forgiven after three years. It's available with FHA, USDA, VA, and conventional financing, and works throughout Texas outside a few excluded cities.
